Chapter I

Article 11

  1. The Republic of Poland shall ensureto ensureensure freedom for the creation and functioning of political parties. Political parties shall be founded on the principle of voluntarinesson the principle of voluntarinesson the principle of voluntariness and upon the equality of Polish citizens, and their purpose shall be to influence the formulation of the policy of the State by democratic means.

Article 13

Political parties and other organizations whose programmes are based upon totalitarian methods and the modes of activity of nazism, fascism and communism, as well as those whose programmes or activities sanction racial or national hatred, the application of violence for the purpose of obtaining power or to influence the State policy, or provide for the secrecy of their own structure or membership, shall be prohibited.

Political parties have a number of various functions: electoral, governing, opinion‑forming, articulatory, creative and organisational functions. Look at the infographics below to study each of the functions closer.

Each political party promotes its programme, ideology and values, as well as specific actions it wishes to undertake, and in such a way it is shaping the public opinion. 2. Articulatory function. A party protects the interests of certain social groups, it refers to in its programme to gain their support; we can therefore say that parties express the interests of those social groups. 3. Governing function. If a party wins the elections, they form the government and decide about the directions and objectives of state policies; the other parties also serve this purpose by controlling the ruling party and pointing out their mistakes. 4. Organisational function. A political party allows the society to organize in a way that makes it possible to influence the government or to gain the political power in a democratic system. 5. Electoral function. Each party prepares a political programme, runs election campaigns, promotes candidates for various political positions; these activities make elections possible. 6. Creative function. Parties find, educate, train and promote people who later serve as ministers, deputies, presidents etc.

Exercise 2

List the groups that joined the Sejm in 2015 on the board. Divide the class into five groups and choose the leaders. Each group will present a part of the political programme of a given group/party that joined the Sejm in 2015, for example regarding family (the class can choose a different issue). During his presentation, the group leader will try to convince the class to the political programme he is presenting. The presented programmes should be authentic, but the idea and the strategy for the presentation depend on your invention and creativity. Remember not to insult each other. Be firm, but emphasiseto emphasiseemphasise the advantages of the opponent: “It is an interesting argument, but on the other hand…”, “I understand your approachapproachapproach, but please note that…”, “I understand your motivation, but I do not agree with this solution.”
