I’m afraid that social housing programmes cannot solve the problem of homelessness. The crisis of homelessness is a complex problem and providing a house or a flat to live in does not solve all its aspects. Social housing programmes can definitely help people who cannot afford to rent accommodation on the free market, but the houses or flats provided by councils are not entirely for free. Secondly, the demand exceeds the supply and there is still a shortage of social housing places on the market.
The main advantage is the price. Social housing is offered by local authorities at affordable cost which for many households is the only option to have a roof above their heads. The main disadvantage is that the conditions in these places are not always great, and the houses and flats often require thorough renovations. This is another cost that many individuals and families cannot afford.

Exercise 8

Outline your case and quote the reasons for rejection provided by the council. Your letter should be written in an appropriate style and have 200‑250 words.

Dear Sir / Madam,

I am writing to complain about the decision I received yesterday from the Halifax Council regarding my social housing application. My application has been rejected twice, and I believe that the reasons provided were insufficient to deny me the service I am eligible for.

I am diabetic and my eyesight has been deteriorating for the last 10 years. As a result, I struggle to find a job that would allow me to rent a flat on the private market. I cannot afford a mortgage. I have three underage children, for whom I am the sole provider. Our current housing conditions pose a real threat to our health. A lack of proper ventilation causes the dampness to spread all over the flat, which aggravates my son's asthma. That generates further expenses because the medication he needs is very costly. These must be good enough reasons to qualify us for the social housing programme.

Not only did the council take twice as long asC promised to review my application, and then the appeal, but it also failed to provide any sensible reasons why it was rejected. That is unacceptable.

I kindly request your revision of my case and prompt intervention. The situation is urgent, as each day my children and I have to spend in the current flat increases the risk of irreversible damage to our health.
